
HFC Phase-Down Begins: What Seychelles Importers Need to Know
The Kigali Amendment's HFC freeze takes effect for Article 5 countries in 2024. For Seychelles, this means importers must now track HFC quantities against a national baseline.
What changes
Beginning 2024, the total consumption of HFCs in Seychelles is frozen at the baseline level calculated from 2020–2022 average consumption plus 65% of HCFC baseline. All import permits for R-410A, R-134a, R-404A, and other HFCs now count against this cap.
What importers should do
Apply for import permits early. Provide accurate quantity forecasts. Consider transitioning to lower-GWP alternatives such as R-32 (GWP 675) or R-290 (GWP 3) where equipment allows. The Ozone Unit will publish quarterly consumption reports to help the sector track collective progress.
